The digital transformation of key sectors such as education, energy, transports, health, finance and government services and the related adoption of disruptive digital technologies such as the Internet of Things (IoT), big data analytics and Artificial Intelligence (AI) have accelerated the generation, collection, and use of data. The Coronavirus (COVID-19) pandemic has been a major catalyst of this development as it further accelerated the digital transformation and revealed the critical need for cross-sectoral and cross-border access, sharing and re-use of data (data openness). In light of these developments, data openness and the associated challenges to data governance have increasingly become key public policy priorities for our societies.

To help policymakers better understand and address the challenges related to the digital transformation including the data governance challenges associated to data openness, the OECD launched Phase III of its Going Digital Horizontal Project on Data Governance for Growth and Well-Being. The Horizontal Project leverages the broad expertise of the OECD across policy disciplines to help countries develop the capabilities to benefit from data, address related challenges, and foster an integrated approach to data governance, domestically and across borders.

This webinar aims to inform ongoing OECD work under Module 1 of the Horizontal Project, including the Module’s synthesis report, which focusses on the analysis of the issues, policies and practicalities of data stewardship, access, sharing and control, with case studies from different sectors and a special focus societal crisis such as the COVID-19 pandemic.
